I don't know if it is or isn't; I tend to be really gullible (I probably shouldn't admit that) and think it could be. JKR has admitted lurking there in the past.
I've seen people ask from time to time: do you suppose JKR reads fanfic? My answer: not on your life. I think she's smart, has smart lawyers, or both (i.e., she's not gullible). Any hint of a parallel plot will bring out writers from the woodwork claiming she stole their idea from ff.net. She needs to stay clean. At least until the end of book 7.
After that, though...
