The government do have confiscation down to a science. I suspect that the galleons objection raised has more to do with the uneasy truce between goblins and wizards, however the Manor possesses no such protections. Although, of couse, it is likely that Lucius and his predecessors will have populated the buildings and grounds with any number of protections. In fact, one imagines that the greatest problem with confiscation would be that Lucius would be a fool to not have made the Manor unplotable and other such things. Moreso, after the raid in CoS, why would he not have it truly hidden via the Fidelius? We may surmise that Voldemort's inner circle will have heard of the charm when Peter betrayed the Potters if they hadn't known of it before. That would be quite an humourous take on ATBT: The Ministry prosecutes and wins the case, but then can't execute on the judgement as they can not find the Manor.
